A legacy of service
Samoa’s police have been central to maintaining order, guiding the transition from colonial rule to independence, and responding to national emergencies. The Samoa Police, Prisons and Corrections Services (SPPCS) is one of the country’s most visible public institutions, working at the intersection of tradition, modern practice and community expectations. The modern service took shape in the lead-up to independence in 1962.

Leadership and oversight
The SPPCS is led by Commissioner Auapaau Logoitino Filipo. The Commissioner is accountable to the Minister of Police and is responsible for overall operations with support from the executive team. Current minister: Faualo Harry Jeffrey Schuster.
Organisation and key units
Operational policing is delivered through defined units that include Uniform Policing, the Criminal Investigation Division, Traffic Enforcement, Tactical Operations, the Maritime Wing, Communications, the Professional Standards Unit, the Community Engagement Unit, the Domestic Violence Unit, K9 and Dog Management, Intelligence, Forensics, Training and Prosecutions.
Ranks and promotion
The Police Service Act and regulations set the rank structure for commissioned and non-commissioned officers. Ranks include Commissioner, Deputy Commissioner, Assistant Commissioner, Superintendent, Inspector, Senior Sergeant, Sergeant and Constable. Promotion is based on service, performance and training.
Training and the Police Academy
Recruit and specialist training is delivered by the Training Unit and at the Police Academy, opened at the former Tafaigata Prison site in August 2024. Recent recruit classes have undertaken about 17 weeks of foundational training before deployment, followed by specialist modules in areas such as forensics, protective driving, cyber awareness and event security.
Integrity and standards
A Professional Standards Unit manages misconduct investigations and discipline. Public reporting in recent years shows suspensions, tribunal matters and outcomes consistent with ongoing integrity work.
Community engagement
SPPCS runs community liaison, school outreach and village engagement, working alongside aiga and fono to prevent harm and build trust. The Domestic Violence Unit administers the Family Safety Act 2013 and leads the Domestic and Family Violence Strategy.
Capability and recent upgrades
Ahead of CHOGM 2024, partners supported security upgrades including a national Emergency Radio Network and an Apia Safer City CCTV network that feeds the Operations Centre. Maritime policing has been strengthened with the delivery of the Guardian-class Nafanua III.
Women in policing
Female participation has risen. In several recent intakes, women matched or outnumbered men, including a 2023 graduation where a majority of graduates were women, and a 2024 intake with similar balance.
Historical note
Black Saturday on 28 December 1929 remains a defining moment in Samoan memory. New Zealand-administered police opened fire on Mau demonstrators in Apia, killing Tupua Tamasese Lealofi III and others, accelerating the push toward independence.
Emergency response and public order
During COVID-19 states of emergency, SPPCS enforced orders, operated checkpoints and supported vaccination operations during national lockdowns.
